Action Required: ENS Filing for All EU Shipments Under ICS2
Brussels, Belgium, 27 MAR, 2025 – Starting 1 April 2025, all shipments entering or transiting through the EU must have an Entry Summary Declaration (ENS) filed at the House Bill of Lading (HB/L) level.
This applies to all freight forwarders and NVOCCs issuing HB/Ls and covers all types of cargo – FCL, LCL, and breakbulk – moving into, through, or transshipping via the EU.
Key Information
Mandatory ENS Information Includes:
- A detailed item-by-item description of the cargo
- The 6-digit Harmonized System (HS) code for each item
- Full details of the seller, buyer, actual shipper, and actual consignee
- Routing information, vessel and carrier details, container and seal numbers
- EORI numbers for all applicable parties
Filing Deadline:
ENS must be filed at least 24 hours before loading begins in order to obtain the Movement Reference Number (MRN) in time.
What's Required from You
To enable timely and compliant ENS filings, you need to:
- Complete the 'ENS Template' form for each shipment bound for the EU.
- Submit the completed file no later than 48 hours before the vessel's departure from the port of loading. This lead time is essential to ensure the ENS can be filed within the regulatory deadline.
